NY Assembly Passes Measure Preempting NYSBD’s Part 41

Part 41, the high-cost loan regulation issued last year by New York banking regulators, is in danger of being preempted by anti-predatory legislation passed by the state Assembly. Billed as "the nation’s toughest legislation against predatory lending," the legislation is aimed at plugging some "loopholes" in Part 41 that could be exploited by unscrupulous lenders, said Assembly Member Aurelia Green, the bill’s chief sponsor.
