S&P Changes to NJ Criteria Could Hurt Efforts to Amend State Anti-Abuse Bill Subprime lenders were lining up to scale back their business and make a point in New Jersey, where a tough anti-predatory lending law took effect this week. But a criteria change by Standard & Poor’s may have short-circuited the effort to make New Jersey into another Georgia, and force changes to the law.
