The commercial mortgage-backed securities market started off the year on a fairly bright note when it came to new production as volume totaled a respectable $16.92 billion in the first quarter. But most of the attention seemed focused on the declining performance of the CMBS market, which saw a noticeable upturn in delinquencies and problem loans in early 2003.
